Beyond the ‘grex’
This programme focuses on the Dutch ‘grex’, or land exploitation, and its influence on the future of urban development. Together, participants explore how public values can find a structural place in urban development, from building level to national policy.
Background
Land exploitation is under pressure. The current system was designed for a time when rising land values, growth and short-term returns drove the logic. But climate adaptation, affordability, foundation problems, care facilities, and public amenities show that this calculation is increasingly out of step with reality.
About this session
During this session, participants discuss together: what happens when land loses value? Who still invests in public quality then? And how do we organise a development model in which short-term financial logic does not constantly overrule long-term public values?
These questions play out at building level, area level and national scale. A range of themes will come up, from value-driven buildings, alternative value models and longer time horizons to the organisation of upfront investments and linking budgets for housing, climate and infrastructure.
